Statehouse Commander Robert Makeni is to atone for Arusha's loss. She sets off for Berlin, where Makeni is received by the mayor in a hotel under a different name. Arusha wants to expose Makeni and take revenge. The junior manager of the hotel, Marco Held, becomes involved in the revenge plans and gets caught in the middle.
